I'm of the opinion that anyone should have to wait until they are at least 18 years old before they can get this kind of medical care to change anything. Wait until they are old enough to actually make informed, intelligent decisions.
You have that right, however I think that if you read more carefully, these are strictly non-surgical procedures prior to 18.
